    What’s Missing in Theories of the Residential Energy User

    Residential energy use has been envisioned in varied ways, each highlighting different factors and capturing a partial truth. This paper outlines assumptions of core theories about household energy use. It gives an abbreviated list of major empirical findings framed by these theories. It then identifies a new set of blind spots created by overly-simple reliance on models and by data shortcomings that in combination may block development of a more sophisticated understanding of energy use. Policies and program strategies, in turn, can become oriented toward simplistic approaches to change. We point to the need for improved interpretation and elaboration of existing theories, and accordingly toward richer comprehension of energy users and the dynamics of energy use, suitable to the wider policy world of climate change and sustainability that the energy use research field now faces

    How Well Do Home Energy Audits Serve the Homeowner?

    Home energy audits administered by utilities and government typically provide homeowners with lists of technical upgrade recommendations intended to increase the technical energy efficiency of the house. Audits proceed with assessment of physical characteristics, subsequently processed with a computational model and transformed into a report, sometimes customized by the auditor. While the design of an energy audit reflects program and policy points of view – balancing program cost with expected program savings, educating people about the value of energy efficiency, etc. – it is crucial to consider the criteria for a good home energy audit and recommendations from homeowners’ points of view. How well do home energy audits currently meet these criteria? How well do asset-based assessments match what homeowners seem to want? We consider these questions based on a study of 286 homeowners who participated in a Seattle City Light home energy audit program. Findings suggest that there is substantial opportunity to reorient audit programs to better fit the realities of why homeowners undertake energy audits and retrofits. In the Seattle City Light program, participating homeowners found certain elements of the audit they received – interaction with professional auditors, blower door testing, and customized, specific upgrade recommendations – to be more compelling than the standardized and quantitative elements. Rather than being engaged with increasing energy efficiency, as invited by an asset perspective and asset-based efficiency scores, homeowners wanted to build better understanding of their home’s energy use and to learn how to solve specific problems, especially reflecting their household’s actual energy use practices

    Plans and Living Practices for the Green Campus of Portland State University

    This study aims to comprehend Portland State University (PSU)’s green campus strategies, and students’ level of knowledge and living practices relating to green campus. PSU’s sustainable campus plan has been nationally and internationally recognized. A literature review, field investigation, and interviews were conducted to ascertain the PSU green campus strategies. This study also used a survey to understand students’ level of knowledge and practices. The survey results were analyzed by SPSS. Green campus projects at PSU were operated by official organizations and funded according to PSU’s long term plans in 12 multilateral categories: administration, energy, water, climate action, green buildings, green purchasing, waste reduction and recycling, food and dining services, transportation, land use, action, and education and student activity. The survey results show that the level of students’ understanding about PSU’s green campus strategies was somewhat low, but the amount of practice of a sustainable lifestyle was higher. Students who had taken courses related with sustainability or were engaged in sustainable activities had more knowledge about green campus strategies than students who had not. Therefore, it would be important to focus more on educating students and developing related programs in order to have more positive effects of green campus projects

    Sticky Points in Modeling Household Energy Consumption

    A variety of approaches have been proposed to explaining individual household energy consumption, its variation, and its potential reduction. Some focus on technology, some on costs, and some on a combination of behaviors, attitudes, intentions, and norms. All try to make sense of a problem that, from a modeling perspective, involves hundreds of potentially important factors, yet is supported by highly inadequate or at best selective data. While there is value in doing the best one can with the resources at hand, building a defensible science requires a cold hard look at the quality of theory, research and data. This paper draws upon the authors\u27 assessment of data and critical literature review to examine the implications of common sticky points in modeling residential energy consumption. These include: variability in consumption within and across households, data quality issues, conflicts among various modeling approaches and underlying theoretical constructs, and tacit beliefs about causal relationships. The combination of uncertainties in these areas can lead to adoption of cautious (and sometimes misleading) assumptions, and to conservative policy approaches that hedge against behavioral failures in efforts to secure energy savings
